Safe Horizons London Partnership

Commissioned by the Mayor’s Office for Policing and Crime (MOPAC) Safe Horizons London Partnership is a new collaborative, survivor centred pan London Domestic Abuse support service. Safe Horizons is a partnership of thirteen specialist organisations, led by Victim Support (VS). Together, we are responding to the growing scale, complexity, and severity of domestic abuse with a unified, culturally competent, and victim survivor focused approach. The partnership brings together the strengths of specialist organisations: Agal, Aymara, Cranstoun, Bromley & Croydon Women’s Aid, Eastern European Resource Centre, Galop, HERSANA, Sharan, Shelter, Solace, Stay Safe East, Traveller Movement, and Victim Support - each with deep expertise and lived experience in supporting their communities. The Safe Horizons partnership and all resources within it have been created to reflect the diversity and complexity of London’s communities.
The new service will commence on 1 October 2025 and will provide expert, intersectional and community-connected support to victim/survivors of domestic abuse.
We operate through a co-developed, collaborative model that enables seamless referrals, shared expertise and co-working on complex cases - ensuring victim survivors receive the support that they want at the time that is right for them.
Our bespoke purpose-built digital platform offers victim survivors access to specialist modules on understanding and recovering from domestic abuse. Support provision can be independent or supported by an IDVA (Independent Domestic Violence Advocate).
Through our innovative approach to support, Safe Horizons aims to respond to the crisis of capacity in domestic abuse services, reduce harm and improve outcomes for victim/survivors, especially those for whom a digital offer 24/7 may be safer and more suitable.
Safe Horizons via our “by and for” partners, can offer targeted support with a focus on specific communities, such as services for: Black, South Asian, Latin American and Eastern European survivors, services for Deaf and Disabled survivors, services for LGBT+ survivors and services for male survivors. These organisations strive to recognise the unique challenges faced by these community groups.
